Sift cake flour, baking soda, and salt together. Beat eggs until thick add sugar and vanilla. Melt chocolate over hot water. Add sugar, soda and water to chocolate add to batter. Bake on a greased cookie sheet at 375176F for 15 minutes. Turn onto damp towel and roll as jelly roll. Fill with ice cream and frost with Chocolate Peppermint Icing.
