Combine chocolate and water in top of a double boiler. Melt over hot water stir. Combine milk, cream, cinnamon, and nutmeg in 3-quart saucepan. Beat until well combined. Heat milk mixture over medium-heat until it bubbles around edge of pan stir constantly. Remove from heat and stir in melted chocolate and vanilla. Beat with rotary beater until foamy. To serve, place cinnamon sticks in each cup.
