In a 2-quart saucepan, cover potatoes with water and bring to a boil over high heat. Reduce to medium-low heat and simmer 15–20 minutes, or until tender. Drain.
In a 2-quart bowl, combine mustard, vinegar, garlic, salt, and pepper. Slowly whisk in oil until well blended. Stir in potatoes. Serve hot or chilled. Makes 4–6 servings.
VARIATION: Add sliced olives, chopped green onions, or cooked and crumbled bacon.
