TO MAKE THE TAPENADE: In a food processor finely chop the shallot and garlic. Scrape down the sides of the bowl. Add the olives, caper, and anchovies and process until uniformly chopped. Add the remaining tapenade ingredients. Pulse and adjust quantities to make a spreadable paste.
Grill the bell peppers whole over Direct Medium heat until evenly charred on all sides, 10 to 12 minutes, turning every 3 to 5 minutes. Remove the peppers from the grill and place in a paper bag close tightly. let stand 10 to 15 minutes to steam off the skins. Remove the peppers from the bag and peel away the charred skins. Cut off the tops and remove the seeds. Cut each pepper into two or three same-sized pieces.
Lightly brush or spray the mushrooms on both sides with olive oil and season with salt and pepper. Grill, smooth side up first, over Direct Medium heat until tender, 12 to 15 minutes, turning and basting with the oil once halfway through grilling time.
Grill the hamburger buns over Direct Medium heat until toasted, about 30 seconds. Spread the tapenade on the buns, then add the mushrooms, red peppers, and lettuce. Serve warm or at room temperature.
