Combine vegetables, water, bouillon and salt in a large saucepan; bring to a boil over medium heat. Reduce heat and simmer until potatoes are tender; stir in ground beef and 2 cups milk. Combine flour and remaining milk in a small bowl until smooth; stir gradually into soup. Bring to a boil; cook and stir for 2 minutes, until thick and bubbly. Reduce heat; stir in cheese until melted. Add cayenne pepper, if desired. Top with bacon just before serving.
Tip: Pre-warmed soup bowls are a thoughtful touch that's oh-so simple to do. Just place bowls in a 250-degree oven as you put the finishing touches on dinner.
