In a teapot or small heatproof bowl, pour boiling water over tea bags cover and let stand for 5 minutes. Remove tea bags and discard.
Pour tea into a pitcher. Add orange juice and sugar and stir until sugar dissolves. Cover and chill at least 1 hour.
To serve, add soda. Pour into ice-filled glasses. Garnish with orange wedges if desired.
