In a teapot or small heatproof bowl, pour boiling water over tea bags cover and let stand for 5 minutes. Remove tea bags and discard.
In a small mixer bowl at medium speed, beat egg yolks and sugar until thick and lemon colored. At low speed, slowly beat in half of the hot half-and-half. Stir egg mixture and tea into remaining half-and-half. Stir in brandy flavor or brandy. Reheat if needed.
Pour into cups. If desired, serve with a dollop of whipped cream.
