In a 3-quart saucepan, place water, cauliflower, ham, beef broth, tomato juice, celery, carrot, onion, green pepper, and parsley. Bring to a boil over medium-high heat reduce heat to low, cover, and simmer 20 minutes.
Stir in zucchini with liquid, kidney beans, spaghetti, basil, garlic salt, oregano, and pepper. Bring to a boil over medium-high heat reduce heat to low, cover, and simmer 10 to 12 minutes or until spaghetti is tender.
Sprinkle Parmesan cheese over each serving.
