In a 2-quart saucepan, place chicken broth, stewed tomatoes with juice, celery, rice, and bay leaf. Bring to a boil over medium-high heat reduce heat to low, cover, and simmer 20 to 25 minutes or until rice is done and celery is tender. Remove bay leaf.
Add okra to soup. Cook 3 to 5 minutes or until done. Add shrimp. Taste soup and sprinkle with pepper if desired. Bring just to a boil and serve.
