Combine vinegar and water; set aside. In a skillet over medium heat, cook bacon until crisp. Remove bacon from skillet, reserving drippings. Crumble bacon into bits and set aside. Add eggs to drippings in skillet over low heat; cook and stir until scrambled. Add vinegar mixture to skillet; stir until well blended. Mix together sugar, cornstarch and mustard; add to skillet. Add endive and cook until softened, about 5 minutes.
