Combine graham cracker crumbs, margarine, powdered sugar and peanut butter; mix well. Press into the bottom of a lightly greased 13"x9" baking pan; set aside. Melt butterscotch chips in a double boiler; spread over crumb mixture. Refrigerate for several hours to overnight, until firm. Cut into bars.
