Cream powdered sugar, white sugar, butter, and vegetable oil; beat well. Add eggs and vanilla; beat until fluffy. Sift flour, baking soda, salt, and cream of tartar; add to creamed mixture. Roll into balls the size of walnuts and roll in granulated sugar. Place on ungreased cookie sheet and bake at 350° for 10 minutes.
Once cooled, place 1 dip of softened ice cream between cookies and slightly press together. Wrap in clear plastic and store in freezer. When serving, top with fudge sauce, whipped cream and a cherry.
