Melt marshmallow cream, chips, and condensed milk in microwave (2 - 3 minutes on HIGH). Chips may not be totally melted. Put half the peanuts on bottom of a greased 9x13-inch pan. Pour marshmallow mixture over peanuts. Microwave caramels and milk on HIGH until melted (about 2 1/2- 3 minutes). Pour melted caramels over marshmallow mixture. Top with remaining peanuts.
