Bring a large pot of salted water to a boil. Grind the porcini mush-rooms in a mini food processor (or use the porcini flour) and combine with the oil in a small saucepan. Warm over low heat for several minutes, until you can smell the porcini.
Meanwhile cook the soba in the boiling water according to the package directions. While the noodles are cooking, add the tomato paste, vinegar, salt, and pepper to the porcini oil. When the pasta is tender, drain and toss with the oil and parsley before serving.
