Make an herb butter by combining butter, parsley, basil, chives, and garlic. Add a little salt to taste. Steam peas until tender, 5–8 minutes. Refresh under cold water and set aside.
Bring a large pot of water to boil. Add 1 teaspoon salt, 1 tablespoon oil, and pasta. Cook 3–5 minutes. Drain and toss into a warm serving dish with herb butter and peas. Serve immediately.
