Toss chicken, lemon juice, salt and pepper together. Brown in olive oil. Drain and add sugar, green pepper, celery, onions, broccoli flowerettes, and broth. Cover and simmer 10 minutes or until tender. Blend cornstarch and soy sauce stir in. Add tomatoes and cook 1 minute. Serve with hot rice.
