Pour evaporated milk, salt, Italian herbs, and pepper into a flat dish. Pour mashed potato flakes into another flat dish. Dip chicken pieces into milk mixture then into potato flakes. Place on ungreased cookie sheet and bake at 350°F for 1-1/2 hours until tender and brown. Mix gravy and milk together heat and serve with chicken.
