Blend milk, lemon rind, and juice for filling. Set aside. Sift together flour, salt, and baking powder; stir in oatmeal. Cream butter and sugar. Mix with flour mixture until crumbly. Spread half the mixture in buttered pan; pat down. Spread condensed milk mixture over it. Cover with remaining crumbly mixture. Bake at 350° for about 25 minutes. Cool in pan for 15 minutes. Cut into squares. Chill in pan until firm.
