Combine berries, 1 cup sugar, tapioca, water, and butter and let stand while making crust. Sift flour, remaining 2 teaspoons sugar, baking powder, and salt together. Cut in shortening. Add milk all at once. Stir to dampen. Roll out. Cut into 8 (2 1/2-inch) rounds. Sprinkle with sugar. Add lemon extract to berries and pour into buttered baking dish. Place rounds over berries and bake at 425° for 30 minutes.
