Heat tomato juice to simmering. Meanwhile, in another saucepan melt butter (or margarine), stir in flour, add milk and stir cook until thick. Just before serving, slowly add hot tomato juice to hot white sauce, stirring constantly. Season to taste with salt, basil, and pepper. Serve immediately.
Variation
Cream of Fresh Tomato Soup: Use 4 cups pureed fresh tomatoes in place of tomato juice.
