Carefully trim all visible fat from the meat and place in a casserole. Sprinkle both sides with garlic powder. Pour the chili sauce over the London broil. Place the onions and tomato over the top, covering completely.
Bake at 450 degrees for one to 1 ½ hours, about 20 minutes per pound for rare meat. Slice at an angle across the grain.
