Carefully remove excess fat from the beef. Rub the beef with the oil. Mix the salt, pepper, tarragon and thyme and rub it over the entire surface of the beef.
Place the beef on a rack in a roasting pan.
Preheat the oven to 450 degrees and roast the meat for 15 minutes.
Reduce the oven to 375 degrees and continue roasting until an instant thermometer reads 135 for rare. Remove the roast from the oven, cover with aluminum foil and let rest for 15 minutes before carving.
