With an electric mixer on medium speed, beat together butter and cream cheese. Add powdered sugar and beat until fluffy. Beat in flour and allspice until well blended. Chill dough for one hour, or until easy to handle. On a lightly floured surface, roll out 1/3 of dough to 1/8-inch thick; keep remaining dough chilled until ready to roll out. Cut out dough with a 2-1/2 inch round cookie cutter. Place circles on ungreased baking sheets. Spoon one teaspoon mincemeat onto half of each circle of dough. Fold over other half; seal edges well with a fork. Brush milk over dough. Bake at 350 degrees for 15 minutes, or until lightly golden. Cool on a wire rack. Drizzle frosting over cooled pastries.
For Frosting:
In a small bowl, stir together powdered sugar, vanilla and one tablespoon milk. Stir in additional milk, one teaspoon at a time, until frosting reaches a drizzling consistency.
