In a baking dish sprayed with nonstick cooking spray, place brisket. Sprinkle with liquid smoke and 3 salts; refrigerate overnight.
When ready to bake, sprinkle with Worcestershire and salt and pepper to taste. Place foil loosely on top. Cook at 250° for 5 hours; uncover and pour barbecue sauce over meat. Cook uncovered for another hour. Remove to platter and let cool before slicing. Remove fat from sauce remaining in dish. Add flour and water to sauce and stir. Cook until sauce thickens. Serve sauce hot with brisket.
