Season meat well using salt and pepper. Dust in flour. In a heavy iron skillet, brown meat on all sides in oil until done. Remove and set aside. Add all seasonings. Sauté until done (approximately 5 minutes). Add water. Bring to a rapid boil, reducing heat to simmer. Add meat, and all the vegetables. Cover and cook over medium heat approximately 2 hours.
