Press each biscuit into bottom of greased muffin pan. Brown beef and drain. In bowl, mix ketchup, brown sugar, and chili powder; stir until smooth. Add meat and mix well. Divide mix into biscuit cups. Sprinkle with cheese. Bake at 375° for 18–20 minutes.
