Combine potatoes, celery, cheese, and onions. Mix well.
Combine sour cream, mayonnaise, sugar, and vinegar. Stir until sugar dissolves. Add the mayonnaise mixture to the potatoes. Add salt and pepper. Chill for several hours.
Serve topped with sliced hard cooked eggs and dust with paprika.
