Set a dry skillet over medium heat. Add 1/4 cup rice and heat until the grains are lightly toasted and just beginning to brown, shaking the pan to ensure even cooking, 2 to 3 minutes. (Note that the rice will crackle when toasting.) Transfer the rice to a bowl to cool, then grind it to a fine powder in a spice mill or blender. You should end up with 1/3 cup rice powder.
