In a frying pan, saute garlic and onion until onion is transparent. Add ground beef; brown and drain well. Add carrots, cover and cook for 1–2 minutes. Add cabbage, cover and cook for 1–2 minutes more. Drain excess water and let mixture cool. Spoon about 2 tablespoons meat mixture onto each egg roll wrapper. Follow package directions on how to fold egg roll. Deep fry in oil until golden brown.
