Peel the pears, leaving the stems intact. With a melon baller or small spoon, scoop out the core and seeds, working from the bottom of the pears.
In a saucepan large enough to hold all the pears upright, bring the water, sugar, and orange zest to a simmer over medium heat. Stir until the sugar is dissolved.
Add the pears and reduce the heat to low. Cover the pan and cook, turning the pears once, for 20 minutes or until tender when pierced with a small knife. Let the pears cool in the syrup.
When ready to serve, prepare the chocolate sauce.
With a slotted spoon, transfer the pears to serving dishes. (Cover and refrigerate the syrup for another use, such as tossing with cut-up fruits for a salad.) Drizzle with warm chocolate sauce. Serve immediately.
