Mix together flour, salt, baking powder, shortening, and milk roll to 1/4-inch thick and cut into six 5-inch squares. Place an apple on each square. Sprinkle with sugar mixture dot with chunks of butter. Fold opposite corners and pinch. Place 1-inch apart in greased baking pan. Mix together sugar, water, cinnamon, nutmeg, and butter and pour over dumplings. Bake at 375°F for 35 minutes. Serve hot with cream.
