Butter and sprinkle a 2-quart soufflé dish with butter and sugar. Make a 2-inch band with aluminum foil around the dish and tie. Place sugar, lemon zest, lemon juice, orange drink powder, salt, and butter in saucepan bring to a boil. Cook 1 minute stirring constantly beat until thick and lemon colored. Beat egg whites and cream of tartar until stiff add a little hot mixture then fold into rest of mixture.
