Crumble ground beef loosely in a Dutch oven. Lay onion rings over top; sprinkle with salt and pepper. Place potatoes in next; sprinkle with salt and pepper. Place cabbage over potatoes; top with carrots, if using. Cover and cook over medium heat for about 45 minutes, or until potatoes are tender.
