Peel and cube potatoes. Measure water in large pot and add potatoes. Cover and bring to boil on high. Reduce heat to low and cook until potatoes are tender, about 20 minutes. Melt butter in saucepan. Add onion. Cook until tender. Stir in flour. Gradually add milk, stirring constantly until thickened. Stir into potatoes and water. Add ham, spices and cheese and stir until cheese is melted.
