In a large bowl, beat together butter, sugars, baking powder, baking soda and salt. Beat in eggs and vanilla. Mix in flour, dried cranberries and chocolate chips. Line a 9"x9" baking pan with aluminum foil, leaving a few inches on sides for handles; spray with non-stick vegetable spray. Spread dough in pan; lightly press fresh cranberries into dough. Bake at 350 degrees for 25 to 30 minutes, until a toothpick tests clean. Cool; lift foil to remove from pan. Cut into bars.
