* Melt butter or margarine in small saucepan add flour, and stir for 3 minutes. Add milk, salt, and pepper to taste and continue to cook, stirring, until sauce thickens, about 5 to 7 minutes. Add vermouth and poppy seed. Remove from heat set aside. (makes 1 cup). Heat oven to 375° F. Melt 1/4 cup butter or margarine in saucepan add celery and green pepper. Sauté 3 to 4 minutes, stirring. Add cabbage continue to cook for 10 minutes, stirring occasionally. Season with salt and pepper to taste. Stir in Poppy Seed Sauce. Pour into 1 1/2 -quart greased baking dish. Sprinkle with bread crumbs and dot with 2 tablespoons butter or margarine. Bake for 20 minutes or until hot and bubbly.
