Beat together cream cheese and powdered sugar. Mix in half the Cool Whip. Spread on the bottom of the crust.
Mix together pudding mix and milk. Pour on top of the cream cheese layer.
Top with remaining Cool Whip. Chill for 30 minutes before serving.
*The Best Gluten Free Piecrust, Cookie Crumb Crust, Sugar Cookie Crust, or Chocolate Cake Crust would all work wonderfully.
