In a medium saucepan, melt peanut butter and butter over medium heat, stirring continuously. When smooth, slowly add powdered sugar and mix with a wooden spoon until well combined. Spray a 9 x 13-inch pan with nonstick cooking spray. Press peanut butter mixture into pan 1/4-inch thick.
TOPPING:
In a small SAUCEPAN: melt chocolate chips and butter, over medium-low heat, stirring constantly until almost completely melted. Spread on top of peanut butter base. Chill until firm. Cut into small squares.
In the top of a DOUBLE BOILER or a heat-proof bowl: Set over barely simmering water, stir chocolate and butter until melted.
MICROWAVE: Place chocolate and butter in a microwave-safe bowl. Melt chocolate and butter for 30 seconds at a time on high heat. Stir after each interval just until melted.
