Preheat oven to 350°. Mix flour, 1/3 cup butter and 1 cup brown sugar until fine. Spread mixture into 9x13-inch pan. Cover with pecans. In small saucepan, combine 2/3 cup butter and 1/2 cup brown sugar. Cook over medium heat, stirring constantly until entire surface boils 1/2- 1 minute. Spread over nuts. Bake 18-22 minutes. Remove from oven. Immediately sprinkle chocolate chips over top; spread evenly. Cool. Cut into bars.
