Over medium heat, bring sugar and syrup to a boil. Stir in peanut butter. Remove from heat and pour over cornflakes. Mix well, then pack into a 9x13-inch cake pan that has been greased with margarine. In a double boiler over a low heat, melt the butterscotch chips. Spread evenly on top of the cereal mixture. Cool completely and cut into bars.
