1. In medium saucepan, combine wine, vinegar, orange peel strips and cinnamon sticks. Bring to a boil. Simmer 3 minutes. Strain into 2 clean 1-pint bottles.
2. Add 1 whole clove to each bottle. Place 1 of the orange strips and 1 of the cinnamon sticks in each bottle. (Discard remaining orange peel.) Cork or seal tightly.
3. Let stand in cool dark place for 3 weeks to develop flavor. Gently turn bottles occasionally to mix contents. Use to make Spiced Vinegar Salad Dressing, below.
