Preheat oven to 350°. Blend onion soup mix with mushroom soup and water. Place rice in a lightly greased 9x13-inch baking pan, and pour 1/2 soup mixture over. Place chicken on rice skin side up. Season with salt and pepper to taste, then cover with remaining soup mixture. Cover tightly with foil, and bake in 350° oven till done, about 1 1/2 hours.
