Chop garlic; add salt and pulverize using a mortar and pestle until no garlic is visible. Generously grease a 2-quart casserole with 1 tablespoon butter. Sprinkle 1/3 shallots and 1/3 garlic-salt mixture into the bottom of the casserole. Add a layer of potato slices 1?2- to 3/4-inch thick. Sprinkle with 1/2 teaspoon pepper and 1/3 of Parmesan cheese and cover with 1/3 cup cream. Sprinkle with shallots and garlic-salt mixture. Continue 2 more layers in same order until pan is nearly full. Add remaining Parmesan cheese, gently mixing throughout casserole. Top with grated Swiss cheese. Cover with foil and bake at 350° for 45 minutes or until potatoes are tender.
