Heat a lightly greased skillet over medium heat. Scramble eggs; cook just until set. Set aside. Press biscuits into the bottom of a greased 13"x9" baking pan to form a crust; press edges to seal. Bake at 350 degrees for 10 minutes; set aside to cool slightly. In a saucepan over medium-high heat, whisk together milk, flour, salt and pepper until well blended. Bring to a boil, stirring constantly until thickened. Pour hot mixture evenly over crust; layer scrambled eggs on top. Sprinkle with bacon and cheese. Bake an additional 10 to 15 minutes, or until cheese is bubbly.
