Heat margarine in skillet and sauté garlic for 2 minutes discard. Lightly sauté onions sprinkle with flour, stirring until light brown. Add vermouth and broth simmer slowly for 15 minutes. Add beef and paprika. Simmer just long enough to heat meat through, about 3 minutes. Just before serving, add wine vinegar.
