Place cucumbers and onions in a bowl. Add cold water to cover, and let chill for at least an hour. For the dressing, in a separate bowl, combine the mayonnaise, water, vinegar, sugar, salt, and ground pepper. The sauce will taste sweet. Drain the chilled cucumbers and onions and fold in the sauce, covering all the vegetables. Add the olive oil and mix in. Chill for another hour or more, the longer the better, to blend the flavors before serving.
