Crumble Ritz Crackers by hand or with a food processor. Melt butter and stir into crackers. Season well with Tabasco and garlic powder; stir.
Place sliced onions, bell pepper, and mushrooms in skillet. Add water and boil until most of the water is gone and vegetables begin to stick to surface of pan. Reduce heat, add vegetable oil, and stir-fry until vegetables have browned. Turn off heat, add cream cheese, and stir until well mixed. Slice or tear toast into pieces, add to pan, and stir until well mixed.
Preheat oven to 425°. Grease an 8x12-inch pan and spread stuffing evenly upon it. Layer flounder fillets over stuffing. Sprinkle topping evenly over fillets. Bake 20 minutes or until topping begins to brown. Putting pan under broiler very briefly will result in a nicely browned top. Serve with lemon wedges as an entrée or as a meal-in-itself. Other fish may be substituted for the flounder. Do not overcook!
