Place cleaned rockfish in cheese cloth, tie closed, and drop in boiling salted water to which has been added a slice of onion, 2 whole cloves, carrot, bay leaf, and 2 peppercorns. Boil 6–10 minutes per pound. Lift out of water carefully and place on large platter before removing cheesecloth.
Pour Sauce over fish and garnish with slices of hard-boiled eggs, lemon wedges, and parsley. Another garnish to use with rock is to render 6–8 slices of bacon which have been diced into small pieces, and pour the hot bacon grease and rendered bacon over the boiled rockfish.
Sauce:
Mix all ingredients together and set aside.
