Place flour in large zipper bag. Toss steaks in flour, one at a time, to coat. Heat oil in skillet. Brown steaks 5–7 minutes on each side. Salt and pepper while cooking.
Gravy:
Remove meat from skillet. Drain all but about 1 tablespoon of drippings. Heat and add flour. Gradually add milk. Stir constantly. Bring to a boil for 2 minutes. Reduce heat and add bouillon and pepper. Simmer 4–5 minutes. Add water if gravy is too thick. Serve over steaks.
