Cook onion slowly in shortening until yellow. Remove onion; set aside. Roll meat in mixture of flour, seasonings, and spices. Brown in hot shortening. Add boiling water; simmer, covered, until meat is tender, about one hour. Add potatoes and cook for 10 minutes longer.
Roll pie dough into circle, about 1/4-inch thick. Make several openings for steam to escape. Pour meat and potatoes into greased 8-inch casserole. Cover with reserved onion. Fit pastry over top and seal edges. Bake in a 450° oven for 25–30 minutes.
